Seven Appointed to State Boards by Governor Deal

Kami Luigs, Professional Standards Commission (reappointment)
Luigs is the director of Citizenship for GE Energy Management. She sits on the board of directors of the Georgia Foundation for Public Education and the Children’s Museum of Atlanta. Luigs earned a bachelor’s degree from the University of Notre Dame and a law degree from Syracuse University. She and her husband, Tony, have two children. They reside in Marietta.
Sheryl Elaine Stalvey, Professional Standards Commission (reappointment)
Stalvey is a sixth grade Reading teacher at Willie J. Williams Middle School in Moultrie. She is a member of the English Language Arts Advisory Committee at the Georgia Department of Education. She has authored an article published in the Journal of At Risk Issues. Stalvey earned the distinction of County Teacher of the Year in two Georgia counties. She earned a bachelor’s degree from Baylor University and a master’s degree from Valdosta State University. Stalvey and her husband, Dewey, have four children and four grandchildren. They reside in Moultrie.
Scott Justus, Professional Standards Commission (reappointment)
Justus is the principal at West Hall High School. He is a member of Professional Association of Georgia Educators and the Georgia Association of Secondary School Principals. Justus earned a bachelor’s degree from Georgia Southwestern College and State University, a master’s degree from North Georgia College and State University and a specialist degree in Leadership from Lincoln Memorial University. He and his wife, Dawn, have two children. They reside in Gainesville.
Teri L. Schneider, Professional Standards Commission
Schneider is an Advanced Placement (AP) Environmental Science and Pre-AP Biology teacher at Peachtree Ridge High School in Gwinnett County. She is certified as a Georgia Master Teacher. Schneider is an AP Environmental Science Exam grader for College Board/ETS and has presented at the AP National Conference in 2014 and 2015. At Peachtree Ridge High School, Schneider is also involved with the school’s SACS accredited STEM program, is the gifted testing coordinator and is the assistant coach for the seven-time state champion competition cheer team. Schneider earned a bachelor’s degree from Anderson University. She has two children, one grandchild and resides in Suwanee.
David Connell, Board of Driver Services (reappointment)
Connell is the president and CEO of the Cobb County Chamber of Commerce. He is a member of the board of the Council for Quality Growth, Chattahoochee Technical College and is the chairman of the President’s Advisory Council at Kennesaw State University. Previously, he served on the boards of the Cobb County Public Schools Educational Foundation, United Way, Center for Family Resources, Boy Scouts, WellStar Health System’s Foundation and Theatre in the Square. Connell was named by Georgia Trend magazine to the 100 Most Influential Georgians list for 2012, 2013 and 2015. He is a graduate of Leadership Cobb, Honorary Commanders, the Executive Accounting and Finance Program at the Wharton School at the University of Pennsylvania and the Regional Leadership Institute. Connell earned a bachelor’s degree from Auburn University, a master’s degree in Business Administration from University of Southern Mississippi and a degree in General Management from Harvard University. He and his wife, Pam, have three children and three grandchildren. They reside in Marietta.
Rebecca Bynum, Georgia Board of Dentistry (reappointment)
Bynum is a registered dental hygienist at Azalea City Family and a deputy dental hygiene examiner for Central Regional Testing Agency. She is an associate member of the Valdosta Junior Service League. Bynum previously was a member of the American Heart Association and the Valdosta Symphony Guild. She earned an associate’s degree in Dental Hygiene from Darton College and has studied at both the University of Alabama and the University of Madrid, Spain. Bynum and her husband, Ed, have three children. They reside in Valdosta.
John Paul Rowan, Georgia Film, Music and Digital Entertainment Commission
Rowan is the vice president of Strategy and Innovation at the Savannah College of Art and Design (SCAD). He was part of a dynamic preservation effort that led to SCAD Hong Kong’s UNESCO World Heritage prize in 2011. Rowan earned a bachelor’s degree from the University of Mississippi and a master’s degree in Business Administration from Emory University’s Goizueta Business School. He resides in Savannah.
