Public Comments Invited on Proposed Harper Woods II Senior Housing Development

Staff Report From Georgia CEO

Friday, October 23rd, 2026

Columbus Consolidated Government invites public comments on the environmental review and proposed release of federal funds for Harper Woods II, an affordable housing development for residents ages 55 and older.

The proposed development, located at 5996 and 6000 Warm Springs Road, would include one four-story apartment building with 198 apartments: 56 one-bedroom units and 142 two-bedroom units.

The Housing Authority of Columbus, Georgia, would undertake the project as the second phase of the Harper Woods community, expanding housing options alongside the existing Harper Woods Phase I development.

The City’s environmental review found that the proposed project would have no significant impact on the environment. The environmental review record is available for public review at City Hall, 1111 1st Avenue, third floor, weekdays from 8:30 a.m. to 4:30 p.m.

Written comments must be received by November 3, 2026. Please email comments to Emma Kimbrel in the Community Reinvestment Department at [email protected]. Comments should identify whether
they address the environmental findings, the proposed release of funds, or both.

The City will consider comments received by the deadline before submitting its request to the U.S. Department of Housing and Urban Development to release Moving to Work Block Grant funds. The request is expected to be submitted on or about November 4, 2026.
